There are two ways in setting up Adsense account. First, you can apply for approval via Youtube.com. Simply click on monetization button and follow the instruction. Second, via Blogger.com. Once you create a blog, you will see the earning button so click on it and choose Sign up for AdSense. Follow the instruction given.
